I will support getting grants for setting up an alternate royalty clearing network that allows author's to set the royalty they want to receive (right down to nothing).  This would be relatively easy to do using a TTL (time to live) model similar to what is used for DNS.  The artists would put a file in some standard format on their web site.  The file would list the artist's songs along with a price to air them and a TTL for that price.  Groups of radio stations would operate a shared database that collected the files from the artist sites and made them available (with price and TTL) to the member stations.  The stations would then pick the material they could afford.  The stations would pay the database operator periodically and the database operator would forward royalties to the authors.  The expenses of the database operation could probably be covered by selling "airplay" charts.
